The short version

File through Cupertino's Accela Citizen Access portal. If your project is on the Instant Permit list (furnace, re-pipe, re-roof, panel upgrade, water heater, EV charger, temp power pole), a licensed contractor with an active ACA account can get it issued quickly. Cupertino's Instant Building Permit covers residential-only work, limited to licensed contractors with an active Accela Citizen Access account:

Apply under the Building tab. Log into Citizen Access → Building tab → "Create Application" in the green banner → Direct Building Permit type. Upload documents, pay fees, and the permit issues.
