The short version

Intake is by email: the Bureau’s current FPB intake form, plans, and cut sheets go to [email protected], and FPB generates the FDPR record in Accela. Since July 1, 2024 the whole lane runs on prepayment — no prepayment, no review assignment, and the record auto-closes if the prepayment isn’t made within 14 days of the notice. Approved plans are released only once every outstanding fee is paid in full.

What needs a permit

Fire alarm work in Oakland — new systems, upgrades, and restamps/extensions of older fire permits — files with the Oakland Fire Department’s Fire Prevention Bureau (FPB) under an FDPR record number, tracked in the city’s Accela Citizen Portal. Our working example: the fire alarm system upgrade at 300 Lakeside Dr, a restamp of the earlier permit FDPR23-00520 carried under the new number FDPR26-00897 for Johnson Controls (JCI job 650126142) — issued October 16, 2026.

The lane: email intake, Accela record

Oakland fire intake starts with email, not a portal application. The package — the Bureau’s current FPB intake form, plans, and cut sheets — goes to [email protected]. Since September 8, 2025, FPB “will ONLY accept and process the new intake forms” — an old form is a wasted week. FPB staff check the package for completeness and tell you whether an FDPR record (the “work order”) was generated or more information is needed. From there, status, fees, and issuance live in Accela. One house rule worth planning around: don’t follow up on an initial request until more than a week has passed without a response.

Fees — the prepayment rule runs everything

Since July 1, 2024, Oakland fire plan review runs on prepayment:

Fees are paid in the Accela Citizen Portal from the city’s “Fees Due” notice. On our jobs the pattern runs two ways: we forward the city’s fee invoice to the client to pay directly (the guest-pay pattern — on FDPR26-00897 the client paid October 7, 2026, and the approved plans followed), or we pay and invoice back. Either way, the fee step is answered the day it posts.

Our fee is published and flat: $250 Hotline (filing only) or $495 Complete Package (filing + corrections until issued + city-fee coordination + delivery). City fees above are separate and go to the city.

The steps

  1. Intake by email — current FPB intake form + plans + cut sheets to [email protected]. A restamp runs on a ReStamp Affidavit under a new FDPR number, with restamp fees — the old permit’s number stays on the paperwork as the parent record.
  2. Completeness check → FDPR record generated in Accela.
  3. Prepayment notice → pay in full, inside 14 days. Only then is the review assigned.
  4. Plan review. Oakland’s fire plan review is executed by the city’s consultant reviewer (CSG Consultants); the approval package comes back branded as the CSG approval letter, plans, and cut sheets. FPB’s quoted turnaround is approximately 4–6 weeks (staffing), and expedited plan review is not available — but a clean restamp moves faster than the quote: FDPR26-00897 ran Application Accepted + PrePayment Completed on September 16, 2026 → Fire Plan Review completed October 5, 2026 (~19 days) → issued October 16, 2026.
  5. Approval → clear the balance → release → issued. When the last outstanding fee is paid, the approved package is released and the permit issues in Accela; the approval letter, approved plans, and cut sheets arrive by email as PDFs. A companion record (FDPR26-00919) shows the same-day version: approved and moved to “Issued / Inspection Required” on October 12, 2026.

Inspections & closeout

Issued FDPR permits carry an inspection requirement. Scheduling runs 1–3 weeks out for new construction and 2–3 weeks out for annuals; after-hours inspections are available for an additional Master Fee Schedule fee. Bring the approved plans and comments/conditions to the site, printed in color — the field works off the released set, and the released set only exists once the fees are fully paid. Your closeout package is the approval letter, approved plans, and cut sheets from the release email, plus your fee receipts.
