Why this exists

Most homeowners — and plenty of designers — don't know the state already decided: a qualifying ADU cannot be denied on discretionary grounds. No design review board, no neighbor veto, no minimum lot size. Cities can still apply objective standards, and a few add local steps (Berkeley's neighbor noticing, hillside fire rules). This checker separates what the state guarantees from what your city adds.
